So Microsoft screwed the pooch and did away with our favourite tsadmin utility! None other than tsadmin.msc! If you want it back, its not as difficult as it may seem.
Step 1 – Obtain some files from a 2008 R2 server with RDS installed.
What you will need are the following, tsadmin.msc, tsadmin.dll and wts.dll all from C:\Windows\System32 directory. Save these and copy them to the same folder within the 2012 R2 server.
Step 2 – Export a registry folder to a .reg file from the 2008 R2 Server.
run regedit and go to [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MMC\SnapIns\FX:{80aaa290-abd9-9239-7a2d-cf4f67e42128}]
right click and export the folder FX:{80aaa290-abd9-9239-7a2d-cf4f67e42128}] save it as tsadmin.reg or something similar

Step 3 – Import the .reg file into the 2012 R2 server.
To do this you can just run the file on the Windows 2012 R2 Server and let it import.
Thats it! Now you can use run and type tsadmin.msc and have your old tsadmin panel back! Enjoy.
